vent tube from transfer case

while dropping my tranny and there s a vent tube ( rubber ) that comes off the transfer case and mine is blocked off with a plastic plug where is this hose supposed to go ? and i know mine was leaking ,the end of tube was split and there was oil on outside of tube , my trans is a reman some one just threw it in sloppy job , was like that when i bought it.

the vent shouldnt be plugged, as the fluild in the t-case warms up it builds pressure if the vent is blocked and it builds enough pressure it can wreck seals and cause the t-case to leak. same goes for the trans and diff
