Good job on the search. It's the best way to start before you ask a question. You sound like you know what you want to do, so this should be easy. First there is no 3" body lift made specifically for the 95+ Explorer. Check out this thread, second post, a ways down regarding body lifts. Everything you need to know is there. Look for the heading "Making a Body Lift Work on a New Model."

The body lift will include the bumper brackets to raise the bumpers, but they will need to be modified. The kit is not specifically made for the Explorer, and a little bit of custom work will need to be done. For these reasons (and maybe just because of the fact it's an Explorer (= rollover to some people)), a shop might refuse to install the lift. But if they agreed to install it, it would likely be expensive. You might want to talk around to a couple of 4x4 shops just to check it out, but don't be surprised if they refuse or give you a high $$$ estimate. Anyway, lots of guys around here have done their own body lifts and there are instructions available, if you wanted to get a couple of friends over for the weekend to tackle it.
With the 3" body lift, you should be able to clear 32" tires. But your limiting factor on tire size probably will not be clearance, but your gears. Check to see what gear ratio you have. You might not want to swing 32" tires with a 3.27 gear ratio. If you did, your acceleration would be poor and your gas mileage would decrease. So check your gears before you buy tires.
