What the heck is this on my Axle??

now i was looking at my transfer-case the other day, and i saw that weight on there, and i couldn't find the drain-plug because i was thinking about changing the fluid one day,

do i have to take the weight off to get to the drain-plug? i as thinking that it was underneath the weight and thats why i couldn't find it

It shouldn't be behind the weight, but anything is possible...
