What's this noise?

I can only hear this noise at low speed, I don't know if it goes away or I just can't hear it at higher speeds.

It sounds like it's coming from the front wheel on the right hand side.

In real life it sounds like a cat meowing.

It's not they tyre or wheel, they've been replaced, it's not the brakes, they've been replaced too.
It makes the noise if the brakes are on or not.

Still makes the noise with the engine off.
It goes with the turning of the wheel.
 






Sounds to me like what you'd hear when a rubber part is rubbing against something. You mentioned you changed tires and wheels. Are the wheels after-market with correct backspacing? Tires factory correct size?

This is kind of quirky but, I had a similar noise happen shortly after I changed out a wheel hub brg. I would notice it sometimes when driving slowly; especially, when going thru say, the drive-thru at a fast-food restaurant where it's amplified when you're next to the building wall. Tried spraying some WD40 between the back of the new hub brg and the molded rubber piece of the half-shaft that appears to rest against the back of the hub brg and the noise would stop for a week or so. Did that several times and eventually it went away for good.

It made the noise with the standard Limited 15 inch wheels.
It now has factory 16s with 265/70s.

Hmm, I remember it went away for a bit one time when I greased the spline on the front hub.
When it came back I just thought it was a coincidence.

It's definitely a rubbery squeaky, squealy sounding noise and 'circular.'

Prob have to wait for the weekend now.

I tried stuffing some grease into the hub bearings like I've done before with some front wheel drive cars but the seal was too close.

While it was apart I greased the spline and the noise went away for a while.
Came back though.
 






It kinda sounds like the axle boot is rubbing, but I would think that would wear away.. I'd do a temp check on the spindles after driving awhile to see if the right side is getting hot, and jack it up and check for play in the hub.

It's been doing it for a long timer, you'd think whatever it is would have worn out or fallen off by now.
