wiper arms rusted

Im having an odd issue the last couple days. My wipers are not making good contact intermittantly, and it is far worse when it is snowing. I found that there is a lot of rust in the pivot area, and that the arms are very stiff. I ordered a set of wiper arms but got the wrong ones twice. I have sprayed PB Blaster on the rust/corrosion and it did not help. Does anybody have any suggestions on something else to try while i search for the correct arms?

Try replacing the springs or at least looking to see if they seem worn out. That issue has come up a couple times in the last month and it seems to fix the problem.
 






My springs are good, it takes a ton of effort to move them off the windsheild, and i have to push them (with some effort) back on to the glass. The colder it is the more effort it takes.
 






Not sure what it could be then.
 






The issue is rust on the arm and corrosion on the nub end the attatches to the transmission peice. I need to find something to dissolve the rust and corrosion and keep it lubricated. That was what i was really asking about, guess i shoulda been more clear and left out some of the unneeded info lol
