Wiper Delay not working

The delay in my wipers just stopped working one day. I turn it on to the first setting (supposed to turn on ever 20 secs.) But just wipe like they are on normal, non-stop.
The setting that sprays washer fluid, then normally wipes about 3 times. Well, mine wipes about 20 times. Then once done, the wipers stop in random places on the window.

Just so annoying, can anyong let me know what do check here? Would it be a fuse maybe?

Sounds to me like the high speed relay on the wiper motor is stuck... Off the top of my head, I want to say it's in the battery junction box under the hood, but don't quote me on that... (Too lazy to look up the schematics at the moment)
