When I turn on my wiper on the first setting it will move then it stops in the middle, until i put it up 4 more settings and it moves up and down. seems like it only work right on the middle setting and the fastest setting. any ideas? it gets annoying lol.

ive been hearing about the multifunction switch breaking on these years,
check the relays then try the switch

I think your MFS (multifunction switch) is bad.

No such thing as a wiper relay. Its controlled by the GEM. If you aren't having other issues (windows, door locks, lights, 4x4, etc) its probably the MFS.

cool sorry for saying wiper relay. I appreciate the info guys, what exactly is the MFS? How would I go about replacing that. Thanks.

MFS = Multi Function Switch aka Turn Signal Sw, Headlight Dimmer Sw, Wiper Sw, Washer Sw. They are notorious for going bad on the 2nd gen Explorers (95 - 01).

If you search on MFS, you should be able to find some writeups on how to replace.
