wiper washer problem

I have a 2001 Ford Explorer Sport Trac and can't get the wiper or washer to work. I just replaced the assembly on the column, no luck. I've had two electricians check the fuses and relays, all good, no luck. Anybody have any ideas?

The relays for the washers (and some other functions) are in a second smaller distribution box located under the air cleaner box. Did you check those relays too?

Also, do you have tilt-wheel? Wires have been known to pull in the steering column and pull out or break. Have you tried moving the steering wheel up/dn while working the switch?
