wipers only work on high tried new motor and switch with no luck

I have a 1996 ford explorer with wipers that only work on high. I've tried replacing the motor along with the switch on the steering column I've also swapped around the relays and nothing has worked. So the question is now what? I would really like to get this fixed so any help would be great. Thanks

According to the wiring diagram, there is a wiper hi-lo relay that controls the speed. It is in turn activated by the wiper switch, but it works thru the GEM, so the problem could be there also. Good luck.
