1994 Explorer XLT ABS PUMP

hello all
have had brake problems for a while and finally took it in to my local Mechanic.
he is saying my rear brake drums have not been working for a while (rust on drums no wear on pads) worse case scenerio , he says it could be the ABS Pump.
(cost anywhere between $1000 and $1500) for pump. Is there a way to bypass the pump and just have normal brakes? not that the ABS ever worked for me .....

the part I am refering to is F37A-AH
 






I don't know if the pump is also the proportioning valve, but I'd grab a pump from a wrecking yard for $30 before I paid that shop price.
 






That doesn't make any sense to me. If the ABS pump failed, the brakes would function as normal, non-ABS brakes. Pull the ABS relays under the hood, there should be two, and see if there is any change.
