My 2005 Explorer EB 4.0 will not rev past 3000rpm in park or neutral. I have had this truck for 4 years and never experienced this. It has 86k miles. Any ideas?

You have reved it past 3000RPM in park or neutral before? I believe it's a intentional feature to keep people from abusing the transmission and vehicle. To keep people from doing things like neutral dropping it at really high RPMs.

I'll be honest - I am not sure if I have revved it past that before. BUt a few peculiar things happened just recently which have me slightly puzzled. First, the automatic tire pressure sensor began registered a Very Low pressure warning - despite all tires being inflated to proper pressures. Then, 1 day later, the truck wouldn't start (low battery) so had it jumped, and it was at this time I was revving the engine post-jumping to charge up the battery a little, and I noticed it would not go past 3000. I thought I had revved it past 3000rpm before but I could be mistaken.

Theres a rev-limiter on the truck that wont allow it to go any higher when in park, or neutral.

Yes, a Rev Limiter is set for 3K for park or Neutral. I've heard if you rev this engine in neutral or park, the rods and pistons see more stresses because there is no counter balance action going on. So revving any higher in neutral can cause major engine damage.
