Rusty colored stuff in headlight lens

MY headlight was fogging and I noticed condensation on the inside of the lens. I also noticed rust colored material below where the bulb enters, all the way to the front of the lens on the bottom. Just wondering what this could be? Is the haed light lens assembly insulated and this is the insulation?

Nope, looks like water DAMAGE to me. Sometimes when the enclosures crack/leak, the water picks up dirt on the way in, and once it evaporates, your left with dirt. Problem you're going to run into is your bulb exploding when just one drop of water hits it while its on.:(
 






Think its leaking from the bulb seal the way its look like the dirt trickles down from there?
