I recently installed some HIDs to replace my stock bulbs and the low beams and the high beams both work. However, the high beams only work when I do a temporary flash, when I throw the wiper control stick forward, the bulb does not switch, and I am mystified as to why this is happening.

Now here's my problem, I've double checked everything, it's installed right the relay is secured, all the leads are where they're supposed to be, i have everything connected properly, the problem is, my highs now don't turn off, they're always on -.-

OK if you are positive that all is hooked up correctly. That is they have worked right at one time, it could be your hi/low switch. Also known as the multi function switch.
They fail regularly at some time...

However if your lights have never worked right then it seems your wiring isnt right. Could be set up for a 9004 bulb instead of a 9007.

Let us know.....

I installed the HID's late last night/early this morning. My lights were fine before I installed them, but after took it all apart and put the new bulbs in,
1) I connected the relay to the battery.
2) I connected the power handling wire to the driver side headlight wire.
3) I connected the two smaller leads coming off the bulb to the ballast
4) I connected the ballast to the relay
5) Finally I connected what I assume is the wire that tells the bulb to switch between low and high.

What happens is, I turn my car on, and I turn my running lights on, and my fogs turn on. Then when I go to just turn my lights on low beams, my fogs cut off, and the high beam indicator comes on. Then when I toggle the multi function switch in either direction, the "highs" turn on, but the "lows" don't cut off, and here's the weird thing, the high beam indicator just gets brighter.

I'm really confused at this point...

Sound like you have a short somewhere...I would be willing to bet its your MFS also, very common problem.

Are you SURE that your HID kit was made for 9007 bulbs?
Most are wired for 9004 bulbs and need to be changed if used for 9007.
