1993 Ranger 2.3L Engine - Timing Info

Recently experiencing problem with my 1993 Ranger 2.3 Liter engine.

Need to know how to properly set the timing. I have the timing belt cover off, and can easily see the timing marks used to align the cam shaft pulley, but the crank shaft pulley is what's throwing me.

Right now the engine runs, but when I rev the engine, loose power and slight backfire. Have replace multiple sensors, checked the TPS and is reads out good. Checked fuel pressure, okay.

Removed the catylitic converter from the exhause system and still had the same problem.

Really think I have a timing issue.

When I put the timing belt on last time, I lined up the timing mark on the crankshaft pulley with a notch in the engine block, but now not sure if this is correct. I am going to check that I'm really at TDC now and see if this changes things.
