1994 A4LD troubles

My tranny will not downshift from 2 to 1 when coming down from 3, so I will be driving along, in 3rd gear, downshifts to 2nd, come to a stop, but does not shift into 1 unless I manually put it in 1. What can be causing this? its REALLY starting to get annoying. Thanks in advance for any guidance everyone.

Mine was doing something very similar. Turned out the fluid was low, so I topped the fluid off and it hasn't done it since. As with most auto tranny issue, first thing would be to check the fluid level (and I recognize there's probably a good chance you've already checked it, just thought I'd make sure).
