2004 Explorer engine wont start and running out of ideas

So my 2004 Explorer won't start and I've tested whats in my realm of knowledge. Bought a new battery, changed the terminals, and I also put a jumper cable onto the starter and it turned the engine over (I tried doing this with the key in the on position but it still would not start) Changed the ignition switch and still the same problem. All the lights and electricity works just fine. I hear a click when I turn the key but nothing else. Could it still be the starter even though the motor will turn the engine over? Any ideas would be really appreciated.

Have you checked the starter relay? The location of the starter relay is contained in the owner's manual. If you don't have an owner's manual, Dead Link Removed.

My shop manuals only go up to 2003, but I can send info if requested.
