2010 Hybrid Explorer a/c issues

2010 explorer hybrid
I have a 2010 Explorer hybrid that is having a/c issues. The external temp reads -28 or -40 degrees unless it gets wet from rain or snow, then it goes up to 100+ degrees. Also when I run the heater or a/c the car believes the outside temperature.

1. How do I run an a/c diagnostic on this SUV?
2. Any ideas how to fix this issue, so the a/c works?

Lets first establish which vehicle model you have. To be clear - there is no such thing as a Ford Explorer hybrid. There IS such a thing as a Ford Escape hybrid. Which model do you have?
