2015 PIU won't start?

Sorry to double post but with a disconnected sensor a check engine light should have been on.
I changed starter but nothing changed. I sent the old starter to O’Reilly and they told me that the starter is good.
Maybe the fuel pump is not working? The engine can’t start without fuel.
I will try forscan tomorrow to see the fuel pressure data.
I put everything together and turn key on and get some live data pictures:

The IAT being negative 40 when I don't think you're at the north pole could be a problem as you'd run super rich upon start and run. What kind of fuel are you running. From what i gather it says ethanol but then says 9.8 percent. Are you using flex fuel?
I never used flex fuel. There is still about 1/8 fuel in the tank.
I overfilled the tank several times before, I heard overfilled may cause no start... But I don't know how to fix it...

When you said "overfilled", do you mean to the point where the gas overflowed? When I fill up, I pause after the the pump clicks OFF the first time and then add some more until the second click. Never had any issues. I always fill up when the gauge show 1/4 tank left.
Some members have had starting issues when parked on an incline with only a little fuel in the tank. Are you on level ground?

Yes, overfilled.
Not level. I will add some gas when I got a chance.

I added some gas and hook the battery to a jumping starter, but nothing changed.
I guess it can’t get gas, but how to verify that?
 






Do you by chance have Forscan or any way to measure fuel pressure?
I downloaded forscan viewer app but it can’t connect to my Bluetooth obd scanner. May I know which obd Bluetooth scanner works with forscan app?

It should be fuel delivery system failure.
But How can I tell which part? Fuel pump or fuel filter or fuel pipeline blockage?
 












I just had a fuel pump go out on my father in laws PIU. You need to drop the exhaust, drive shaft, and fuel tank.
 






I heard that I have to put the fuel tank down to replace fuel pump and fuel transfer unit.
This is ridiculous.
