Live in Dallas, TX, we recently had an ice storm which basically froze my car and ever since then my car has hesitated to start. Rather than turning over right away, it takes a second or two to start. The chimes indicating the door is open, to put seatbelt on, and backup camera alert all changed but there are times where they are sounding back to normal. Have not noticed any change in the way the car drives or gas mileage and ive changed the battery in my key fob. I’ve noticed if I engage the brake pedal to the floor to start it turns over right but there’s no rhyme or reason. Could this be a battery issue since the car is 3ish years old? Computer chip issue?

Welcome to the Forum.
I can't see the ice storm having anything to do with this since it should only affect the exterior of the vehicle. Engaging the brake pedal has always been part of the starting process. As to the difference in the sound of the chimes, it is hard to say what may be causing that. I don't believe that has been discussed before in regards to the Explorer. I know that with my Aviator, when the symphonic chimes revert to those of the Explorer, t is an indication that my battery is low. Once charged, everything is back to normal. I would suggest having the vehicle's battery tested before doing anything else.
