On a 2020 Limited 4WD 2.3L, any ideas why when selecting the Class III Trailer option, the 20” Premium Painted Aluminum Wheels are not available? The 20” Hand Polished Aluminum seen to be only option.

They are available. If you select the Premium ones on your site it reduces the cost.
On the Canadian site, the Premium Painted Aluminum Wheels are "included". The Hand Polished Aluminum Wheels are a $1000 option.

Because it's the only configuration Ford allows. In other words, if you get a tow package, you have to also pay for upgraded rims (because somehow shiny rims are critical for towing), which I think look like my grandma's car. I complained about this relentlessly online and at car shows before ordering our Limited. And, the answer was always the same - that is the only configuration Ford allows. But, whenever I would challenge the logic of it, all I got were dumb looks.

That is in the States. That's not the case here. You can get either wheel with the tow package.

Ugh, I envy you. But, that proves the point I tried in vain to make over and over again to Ford...it doesn't take a shinny rim to tow a trailer. I like the Limited base rim because it looks sportier to me. But, alas, I have the shiny bicycle spokes instead.
