3rd Brake light out

Hi my Name is Cheryl. My husband got pulled over for the 3rd brake light being out. We can't seem to find how you get in it tos fix the darn thing. I have a 1997 ford explorer... we call it the squeak mobile...

I thought there would be an easy quick fix for this. Looks like it's not quite that simple.
