3rd row seat broke?

Hi all, I have a 2006 Explorer XLT I just picked up with 53,000 miles...got a question about the 3rd row seat..there's a handle in the middle of the backside of the seat that says "Cargo"..your supposed to lift this handle and fold the seat forward and down to lay it out of the way..

well I lift on the handle and push on the seat and nothing happens...the left side 3rd row seat works fine but the right one does nothing...any ideas about how to get the seat to lay down..obviously there has to be something wrong with it but is there a way to get it down till I can have it looked at?

That handle's purpose is to collapse the folded seat a bit and make a flat load floor. It only works when the seat is already folded.

There's a red strap at the base of the seat accessable from the 3rd row. There's also a lever on the side of the seat accessable from the seat or outside the truck.
