Start here
As you can see
When the wire leaves the pcm it is PIN number 2 at connector c175 (the pcm)
Then it travels to connector c146 as pin 11
And finally at the instrument cluster in connector c220b it is pin 9
The pcm sends the wire a negative or ground to illuminate the light.
Physically inspect the wire and pins in each connector
Check continuity between the pin 9 at c220b and pin 2 at the pcm
At no time should you have positive voltage from this wire
That takes care of the signal side of the cel
Now for the test.
Tap into pin 9 at c220b and connect it to a good ground with the key in the run position. Does the check engine light Bulb Come on?
If yes the your issue is on the pcm to light signal side of things
If no then it’s likely on the fuse/ power side of things or in the actual back of the cluster (moisture can real havoc ina cluster)
Now you can see that fuse 11 (7.5) in the internal fuse box powers several things in the instrument cluster
Fuel gauge, abs light, etc they are shown on the diagram
This fuse is hot in start or run
So you should have battery voltage at pin 8 at the c220b connector when the key is turned to “run”
If all of this checks out and the + and - are making it to the cluster then you need to closely inspect the back of the cluster and the printed circuit boards see if you can find a connection issue from c220b to the bulb and socket
