4 LO not working

i have a x with electric transfer shift. my 4 hi works fine. but when i try to shift into 4 lo it justs makes alot of clunking noises and then shifts back into 2wd. What would cause this?? it sounds like it is trying to engage. But it just won't. i can't really rock the vehicle cuz it's in neutral.
