40-45mph shudder - Torque Converter?

A4LD trans in 94 Explorer. From 40-45mph I have an on/off vibration/shudder. I don't believe it's suspension or driveline - I can feel the ''roughness'' through the gas pedal. Plenty of hustle up to 40 but 40-45 especially feels like you have to push it harder, it's not happy there. Also trans sometimes seems to shift back and forth around that speed, or like the TC is locking and unlocking. Revs will rise and fall at a steady pace. This is in Drive, not OD by the way. So 2-3 shift maybe?

Dropped pan and changed filter and fluid. Drained and filled fluid again. No change.

Trans is supposedly rebuilt very recently but not original to vehicle. I am sure it was just a soft parts rebuild at best. Was told that the torque converter was new.

Otherwise works fine. Any ideas what is wrong? Thanks!

EDIT: I adjusted the bands to spec (for a 94) and nothing changed. I do not know if the trans is from a 94 though so the possibility exists that 2.0 turns back is incorrect.
