4r55e shift problem

96 explorer
96 4X4 4 ltr explorer 163k mi. tranny only shifts to 2nd if gas is let off in 1st and then gas applied shift to 3rd ok.

Ideas?
 






I'm not sure if it's like the C4 transmission, but it could be a problem with the vacuum assist?
