4x4 not working, will this fix it?

Hey guys, first time poster. Anyways, I have a 91 4.x4 xlt. A few winters ago my 4x4 stopped working and i recently moved to a place where I need it. When I push the 4x4 button on my dash, I can hear clicking like its trying to engage but I can feel its not working. I was going to install some manual locking hubs to cure the problem, but I dont know if the button on the dash only engages the hubs or does it turn the transfer case on and off? Because if it only turns the transfer case on/off and doesnt engage the hubs, then I probably need to looks elsewhere for my problem. Thanks for any help you can offer!

Dash button operates the transfer case. It doesn't have anything (directly) to do with the hubs.

So even if the hubs werent engaging the light (as in the transfer case were on) should still be engaged?
