Ok this is what i got. In between the in tank fuel pump and high flow fuel pump is a black cartridge with the both the return line and fuel feed hoses connected to it. the problem is im not getting any fuel to flow through it.
wondering if it is a filter. if not what is it and where can i find it.

In the tank on a 1988 is a transfer pump, module with the fuel pickup and the fuel sender. If you follow the lines from the tank to the center of the vehicle, there is a fuel filter. After that is the fuel pump for the fuel injection (20-30 PSI) which is almost under the drivers floor. At the fuel block there is a test port with a Schraeder valve. Make sure with the ignition on and the vehicle not running that there is at least 20-30 PSI on your gauge.

If you don't have a test kit, they are available at Advance Auto Parts - very reasonably.

the black canister is a "water seperator "
Mine is still OEM, I have never touched it

If no fuel is coming into this canister then its likely your fuel pump in the tank (boost pump) or power to that pump (relay and fuse)
 






If the black canister is a water seperator, how do you service it? I assumed it was the fuel filter - which in a way it is.

It's my brothers ride and he replaced the in tank pump, the high volume pump, fuel filter and relay. when you turn the key on the in tank pump clicks but doesn't have the usual whir sound, but there is Definitely no fuel going to the rail.
I removed both fuel lines at the black cartridge (water separator) on the in tank side. the bottom line has fuel just pouring out with nothing on, maybe a siphon effect. but i turn the key in tank pump clicks but it doesn't seem to send gas even trying to crank.

I guess I would replace the in-the-tank transfer pump again. It should produce at least 5-10 PSI in the line to the FI pump under the drivers floor. I have read that you don't even need it if you keep 1/2 tank or greater in the fuel tank.

Hello guys...
I know this is an old thread, BUT, I'm trying to replace that same filter/ water separator, but the O-ring that came with the unit ( luber-finer brand) has a too-large-diameter...now I can't properly get the black canister cup back in place, without distorting it...fuel leak all over...
It seems it goes in the groove in the middle , at the bottom of the threaded part...

Any source for O-rings you guys may have encountered, or...I bought a Purolator brand( left-over an Pep-Boys, last one), and will try again tomorrow...
