'91X Low rage 4wd no workie

Finally got this new-to-me Explorere clean and running nice. So I thought I'd try the 4WD to see if it works. The Push button on the dash lights up in 4Wheel high and I can feel that it is working but I get nothing from the 4Wheel Low button and obviously the gears aren't low. when driving.
Can someone give me a starting point to trouble shoot? Relay? Solenoid?

To engage 4Lo, your foot has to be on the brake, the truck in neutral, and, with the manual, your foot on the clutch.

If you did this and it still won't go into 4lo, there have been tons of posts here on this issue. There is a thread somewhere on how to repair the shift motor, which is the usual culprit.

I'm not sure whether I had it in Neutral or not.

I'm used to Manual Hubs , Manual trani's and a Floor shifter to the Transfer case.
