92 turn signal and wiring problem?

Okay got a dilemma, just bought an explorer that im working on and the turn signals or hazard lights wouldnt work when i bought it but i basically overlooked the problem thinking perhaps it was a faulty fuse or something. but now, ive checked the fuses and they appear to be in working condition, yet the hazards and turn signals still wont work. and to make the problem even worse, i noticed a white wiring harness behind my e-brake pedal under the dash that wasnt connected, so i connected the wiring harness and it makes the hazards turn on on the outside of the vehicle, but on the inside there are no blinking lights on the dash, but the light on the heater console blinks with the hazards, like lights on the dash are supposed to.
Anyone have any idea what could possibly cause any of this? do you think someone messed with the wiring or is it something else?

a picture of the white plug that you plugged in, and where you plugged it into may help.
 






okay, ill put one up tonight. but i figured since the vehicle has sat for a while, that since i had alot of random fuses that id just replace all of them to cut out any fuse possibilities and now the hazards work fine, but turn signals wont do anything. doesn't blink on the dash or outside and there's no noise so i'm not quite sure what it is.
 






2 things you can try then. 1. Swap the hazard and turn signal flasher, see if the turn signals now work, if so, then replace the flasher. Other option is to use a test lead to check to see if its the flasher or the wiring.

Pull the flasher out of the fuse box, jumper it like shown in the picture, then turn on a turn signal, it should glow steady. If not, start looking for the broken wire.

Its the flasher, located in the fuse box, only big round thing in there.
 






and you want me to swap that with what? like the square one?
 






There are 2 in the vehicle, one for turn signals, the other for the hazards, Im trying to remember where exactly the hazard flasher is, I think its by the steering column. it looks exactly like the one in the fuse box.
 












i couldnt find another one of those round ones and the owners manual says that that one is for both i guess. do you know if they have seperate bulbs i should check cuz they all work with the hazards so idk if it would be the bulbs?
