94 explorer xlt no 3 or 4

just bought a 94 xlt 4x4 it will not shift into 3 or 4 dosent try also when ya have it in od wont shift out of first put it in 2nd let it shift can put back in od and drive 55 is 3500 rpm have heard several ideas that may be wrong from blown vb gasket to total rebuild any ideas what to look at first and has anyone had this issue thanks
