94 keeps shutting off

my explorer will shut off at random times. it kills fuel to motor and power to the power steering and brakes. it does it at random times. If I remove and reinstall the fuel pump solenoid it will start right up otherwise I have to shut off the ignition and wait a couple of minutes for power to return to the fuel pump. I have replaced the fuel pump, the fuel pump solenoid and the fuel pump inertia switch and it still does this. what is going on? anyone?

The fuel pump relay is probably bad.
