96 XLT Trouble Starting

My 96 XLT (6cyl) has trouble starting. It cranks but won't start. I've found that if I relieve all pressure at the fuel rail it will start. Once it starts, it runs fine. Is this the fuel pump? Or is it something electrical?
 






If you don't relieve the fuel pressure can you hear the fuel pump cycle when you turn the key to the on position? It does sound like your fuel pump may be on the way out and is having problems getting running.
 






Thanks for your reply. I'm wondering if I still have pressure in the fuel rail wouldn't it start even though the fuel pump is not working?

for about a half second, I think the injectors need at least 30 psi to spray, which goes right away if pump isn't running,Check your fuel pump relay, switch it with horn relay, see if it will start
