'96 XLT Won't Shift on the Fly Anymore

On my wife's '96 XLT, my garage just replaced the transfer case shift motor (and GEM module, which they said they "could not communicate with, and was probably was damaged when the shift motor went"), and now I don't have "shift on the fly" anymore...have to shift the trans into neutral or park to shift in or out of 4WD Hi. I asked them and they said "that's the way the replacement one's work". Are they correct? Thanks in advance for your help.
