Hello guys I have a 99 explorer 4.0 SOHC that is having some weird idle issues it idles way too low like around 400 to 500 RPM and I have replaced the IAC Valve DPFE Sensor TPS sensor and cleaned the MAF I've also replaced the fuel pump and fuel filter along with the intake manifold gaskets

Maybe try cleaning your injectors. Did it sit for any period of time?

Vacuum leak
 












On my 96 I had a very subtle vacuum leak on the egr tube where it meets the intake. Mine's an ohv engine. You sound like you have 10 time the knowledge I do of how to test and read the computer diagnostics. Really. Impressive. Just saying I had very similar issues when I re-did my top end---that damn gasket, aftermarket gasket, etc that stops vacuum leak at egr tube to intake was crap. I finally got it right (with a little extra silicone or aircraft glue-can't remember) but that's where my leak was. I replaced everything you did too including fuel injectors (however my first amazon DPFE was crap and failed in 3 months-but it threw a code- unlike yours).
Same vacuum leak at intake. P0171, P0174 lean codes. Rusted stud holding dip stick and egr tube sheared off. Replaced the gasket with ribbed aftermarket Fel-pro. CEL gone! I need to add structural support for egr tube that was lost when stud sheared off; or doubt it will last.

Yeah that's the next step after all of this snow melts we got 5 inches with ice so the ex is frozen and so am I
 






Well that bolt hole is stripped out guess I'm gonna have to use a bit of rtv

Ok this is starting to suck especially since we just had 2 winter storms

It's all good bro just very cold we had winter storm uri and then winter storm viola and its been extremely cold the battery in the ex is dead cant even unlock the doors with the remote so i got to charge that
 






One point is, that the person who torqued the lower intake too 10 foot lbs. The factory spec is 107-123 inch lbs.
With it being old plastic, I read somewhere on forum someone who just tightened by hand carefully.

Your right you should do it yourself and with help from everyone on this forum. You won't go wrong.

Ten foot pounds is the spec 10-12 for your lower plenum to head bolts ...I would never tighten them that much.....
The upper plenum to lower plenum screws hand tight only just enough to squeeze the rubber gasket THATS IT!!!
Its funny I have everything To fix this ......except the lower plenum i shot it a few times... But shipping tho
You will need the lower ..new one..$100
And a upper with throttle body screw holes that aren't stripped out...junk yard ..

We will help you every step of the way

Ps.. We will need pictures along the way

But
Its way cheaper to just go to ace hardware store and buy one
