Look under the hood where the heater hoses go into the firewall. You will find a black plastic cross connector there with a vacuum line going to it. When a vacuum is present on that line, the hot coolant is bypassed from the heater core. I believe this same control vacuum also opens (or closes, I forget) a door to admit outside air.
Anyway, moving the control lever from OFF to MAX A/C should operate that bypass, which you should be able to see under the cross connector bypass valve.
I had this problem and ultimately traced it to a hole worn in the stiff plastic vacuum line that operates the bypass valve.
Anyway, quick and dirty fix is to take the vacuum diaphragm off the bypass valve and manually move the valve to bypass the heater core. This will make the air colder. But, if you find and fix the vacuum leak, you will get both colder air and more airflow (due to the air source door I mentioned). At 108 degrees, I... well, I melt at about 110 degrees. Good Luck!
