a DIFFERENT fog light problem

my fogs are blowing a fuse which makes all of my dash/console lights go off. it shows that my fog lights are on but when i go to turn them off the little green light stays on. so what i did to resolve the problem until i figure out what is causing this was i unplugged the fog lights but guess what... that little grren stays on no matter what. what could possibly be the problem?

I guess I would start with the lights and see how they look & use an elect. tester to see if there is continuity and no shorts in the fixtures. Thats probably where the problem is. I thinking that the switch light may be on cause the lights are unplugged. Hope so.
