You should jack and jack-stands under your front cross member to get both front wheels off the ground. Start the engine and turn the wheel all the way to the right and then all the way to the left. Do this 10 times, shut off the engine, and then check the PS fluid level. You need to keep doing sets of 10 all the way right to left until the fluid level stays topped off. Don't leave the wheel all the way at the end in either direction for very long as it's a bit hard on the pump.
It is best to have a vacuum pump hooked up to the PS fluid reservoir during this operation. You usually apply about 15-18 pounds of vacuum. There are several pumps at Harbor Freight that don't cost very much.
