Air is coming out from all of the vents simultaneously.

I'm a new guy experiencing HVAC air flow problems in my 2002 Explorer XLT. Air temp can be regulated properly but the air comes through all vents - floor, dash and windshield - at the same time. Assume its the actuator, which I hear is tough to get to. How do I repair this without going to a dealer and dropping big bucks? Appreciate advice from any of you who have been there.
