Annoying blinker click.

I have a 98 Ford explorer v6 4x4. When I turn the headlights on the is annoying blinker click on and off like the blinker is on when it's not. The blinkers and hazards work great no issues. What would cause the annoying click. I've checked and replaced fuses, relays, and switches related to the blinkers but I'm starting to think it has to do with the headlights. Any ideas.

Blinker relay, on my 97 Eddie bower I was under the drivers side console. Its a pretty big rely, just pull it off and slap a new one in. Good luck
