just a guess, but maybe its the switch on the clutch that only allows power to the starter when the clutch pedal is depressed.

Context would help. Is this an electrical signal?
I got a 03 V8 Mountaineer that the starter won't make a peep. This is a part listed for the car Motorcraft SWE5020.
