Yes people have and do use them.
The big advatange of the phenolic spacer is it seperates the upper intake plenum from the lower intake/engine block. This keeps the upper intake MUCH cooler, and in theory the incoming air charge is then cooler. Cooler = more power.
Now the later model trucks all use plastic upper intakes, why do you think this is? A spacer IMO is not needed with a plastic intake.
The other advantage is the spacer can increase the length of the intake plenum runners (slightly, however thick the spacer is) this makes more torque, great for trucks.
I had a spacer on my old 2.9L engine and it worked really well.
I picked one up for my 5.0L V8, but cannot install it until I figure out how to clear my hood
