auto not downshifting

i have a 91 x with a auto tranny and i have a problem. if i leave it in od it will not downshift to 1st when i come to a stop.it wii start off in 2nd.but if i put it in reg d it does just fine.anyone have any ideas of what could be going on? i am thinking a sticky valve body.thanks.

Check fluid level. I saw the same symptoms last summer and I was just low on ATF.
