back bumper

I have a question about rusting on my back bumper. I bought the explorer used and don't know the original color of it. It's not the bumper exactly its the metal piece where the trailer hitch sits. Can i rub it with some steel wool or ?????

The "step" in the center of the bumper was origionally a simi-gloss black.
