On my 98 SOHC 4L, fuse 25 is GEM, instrument cluster and securi-lock. Under hood box, there are both bigger fuses that go from 1 to 10 and little going from 1 to 15.
On the little ones 7 = ABS, 8 = Rear Wiper, 13 = O2 sensor/EGR regulator/EVR Solenoid/Camshaft Sensor/Canister Vent Solenoid.
0.56A is definitely too high, but 0.2A seems high also. However, if you recently had the vehicle running, it could be that a lot of that 0.2A is a pollution control solenoid doing what it is supposed to. After I park somewhere I often hear what sounds like a solenoid making a ping sound as it shuts off a few minutes after turning the engine off, at least I thought that was what it was but I guess it could just be the exhaust contracting as it cools down.
Is there anything in the vehicle that does not work? I would think the rear wiper should draw nothing if it is not turned on, but honesty I never use mine and know little about it. Does it have some kind of circuit with a switch that keeps it running till it gets to the parked at the bottom position and if that switch failed it would keep applying power, though with it potentially stripping a gear or burning the motor out if there's no further down it can go? I could be completely wrong, but would try running the rear wiper to see if it reveals anything.
Although mine reads securi-lock for the interior fuse 25, your might not have that since mine has the PATS2 security system that debuted in '98 AFAIK, but I'd imagine you probably have the GEM on that and it could be bad. You could unplug it to see if that stops (decreases total) current flow by as much as pulling the fuse does.
