Battery Terminal Wire Question

hey i just got a 95 explorer and it won't turn over. When i turn the key the dash lights turn and and the fuel pump primes and everything but when i turn it all the way to start there is nothing from the starter not even a click. There is a short length of wire with a broken tab coming off the negative battery terminal that isn't connected to anything. It's the thinner of the 2 wires coming off the negative battery terminal. I'm thinking this might be the problem? Does this wire connect to the chassis?
 






usually there is a smaller wire attached to the radiator support.

on my 1997 the ground cable runs down on the driver side to the block and has a lug that also attaches to the frame rail.
 






ok so i grounded that wire to something and still nothing. Does this wire that attaches to the radiator support have anything do to do with the starter or starter relay?
 






no not really
so you may want to check the switch at the bottom of the steering clounm to see if the key is really engaging the starter switch.
