belt idler pulley

my question on my 96 the pulley froze up. the old one has 2 rails and not grooved but is a little larger than the replacement. that don't seem to be a problem but is there a washer behind the pulley? The front seems not to need one as the bolt has flange that will rest on the center of the bearing.
there was not much left of the center of the pulley
 












I don't think my replacement pulley came with a washer behind the pulley, but the OEM pulley/bolt came with a thin bolt retainer clip/washer type thing on the engine side of the pulley. I did reuse that.

as I put bolt back in, it will only go so far so washer was not needed it has about .010 play so that is fine . the replacement pulley makes it much better to get belt on
