I have a 1995 Explorer. One back fender has some surface rust, no problem. The other back fender however has some deeper rust. It hasn't rusted through but it is pretty bad. The spot is only about 1 inch long. I want to take care of the rust and then put some fender flares on the truck. What would be the best way to fix the rust so that it won't continue to rust under the flare? Any help would be greatly appreciated.

Also, does anyone have the street flares from Bushwacker? I was wondering how far up the back fenders they go?

Sand it down + Rustoleum primer = Easy fix
 






they are called quarter pannels.
Grind away ALL the rust one inch beyond the visible.
Fill and prime and then paint.
