brake issue on 98 explorer help!!

Im having brake issues on my 4.0 98 explorer. I have a decently firm peddle, new master cyclinder and the brakes are new too. Im confused on what else I should look at on it. When I push in the brakes, it gets firm, but the explorer just will hardly stop.


I bought the explorer with this issue and changed out the parts that i thought might have been the issue, yet nothing has changed.
 






Had a '96 Windstar with the same problem - the rubber hose that connects the vacuum line from the intake manifold to the brake booster got mushy and collapsed from the heat. Without the brake booster working, it took almost super-human strength to stop it.
