broken bands in A4LD

so i have a 94 xl 4x4 A4LD and i have lost 2nd gear. when starting off in 1st gear the rpms will red line unless i let off the gas and let the rpms drop down to about 2000 then it will shift into what i think is 3rd gear i replaced the MOD and it didnt work. then i went to adjust the band on the drivers side and i can turn the bolt freely with my fingers. now shouldnt there be some kind of tension on the bolt? if it is broken how do i fix this?

Unfortunately, there is no way to replace the band unless you open the transmission (rebuild time).
